What is the difference?
Loan Rate
A USDA-set price used to determine the value of a Marketing Assistance Loan (MAL).

Acts as a price support benchmark.​

Available whether or not market prices are below the loan rate.
LDP (Loan Deficiency Payment)
A payment made when market prices fall below the USDA loan rate and the producer chooses not to take out a Marketing Assistance Loan.

Provides the same financial benefit as a marketing loan gain, but without taking out a loan.
​
Only available when the market price is below the loan rate.
